Arinport
Arinport is only slightly better than White Sands in that there are no slaves. But its people are just as unscrupulous, just as murderous, just as devoid of moral centers. This coastal city, its main port being in the Passage Perilous, is a hive of pirates. Arinport is controlled by a Pirate-King and his band of henchmen. Needless to say, this position often becomes vacant through assassinations, "accidental" deaths, disappearances, etc. He who is the strongest of the pirates is usually the Pirate-King. There is no other criterion. There are, therefore, rival pirate guilds in the city, and sometimes their hatred of one another is taken to the streets in bloody gang violence. Outside trade, however, is protected by all pirates and considered inviolate, for without such commerce, Arinport could not thrive. The pirates cannot survive on their plunder alone, for to step up their activities in the Aras Arlluvia would no doubt alert the Larenai fleet, a force the pirates are wise enough to know they could never hope to defeat.
